The Generals commanding the forces in China propose, until razing the forts
that Britain, France, Germany and Japan shall each retain 1400 and Italy 400 troops at Tientsin; Britain, France, Russia and Germany, each >3OO, and Italy 100 at Shanhaikwan. They also propose that the Generals shall control the civil administration, thus hoping that China will more readily agree to the peace conditions.
Germany has selected a site for tho German concession at Canton,
