The Tronblas in Russia. St Petersburg, April 26. ' Vannesveski has re-opened the colleges at St Petersburg and refused to postpone the examination until autumn. Tha students refuse to undergo examination until the students excluded from the university consequent on the recent troubles are allowed to participate. The Kaiser and Britain Berlin, April 26. The Kaiser in intoducing the Crown Prince at Bonn University warned the students against Anglophobia and made a touching reference to Queen Victoria's efforts to promote peaceful and friendly relations with Germany. The War Loan. London, April 26. The Times state that the loan was subscribed seven-fold. Small applicants receive the amount of their tenders in full and the rest 12 and 13 per cent. The House of Commons has approved of the new duties on glucose and saccharine, Sir M Hicks-Besch informed a deputation of coal masters and exporters that he was unable to abandon the duty on coal.
Financial Difficulty in Japan. • London, April 25. A financial panic exists in Japan, and 20 banks have suspended in Osaki and the southern and central provinces.
