Tokio, Aprd B. The President of tho Japanese House of Peers in a warlike speech declared that Japan could easily expel Russia from Manchuria, The Emperor of Corea has withdrawn M‘Cloary-Brown’s dismissal affer the protest from the British aud Japanese Ministers. Received this day at 9 26 a. m. London April 5. Irritation is felt by tho Russia Government as the outcome of the refusal to sign the Manchurian convention. There are indications that Russia will now hurry forward the arrangements granting compensation by China to the powers for outrages so that the powers may withdraw from China, while Russia despite Japan will remain in Manchuria. Li Hung Chang who advocated the signing of the Manchurian convention has boon disgraced by the Imperial Conrt.
