The essential features arc the strengthening out of finances, a wise development of the Resources of the State, the extension of land sottloincnt, a further liberalisation of the agricultural bank, the abolition of plural rating. In order to complete Government works on the programme, an additional loan of £3,950,000 is required. He favored a substantial reduction of members of the state assembly. The Government will stand or fall by the retention of the sliding scale provided under the Commonwealth Bill.
