LARGE REFORMS ADVOCATED. (Per Press Association.* \ London, Angnst 5 Tbe Archbishop of Canterbury has issued an encyclical on the results of ' tbe Lambetb Conference He touches - upon tho questions of temperance, purity, the duty of the church towards the ' industrial problems, the enforcement of the brotherhood of mon, and the promo- l tion of international arbitration. He also deals with the unity of the church and the duty of the church with regard to tbe colonies and native races, especially in connection witb the sale of intoxicants. Dr Temple indicates the formation of a central consultative body to promote the organisation of all branches of the Anglican communion by the exercise of moral authority. He advises the estab lishmeut of colleges and scholarships for tbe instruction of colonial students ia theology and the granting of special degrees for high proficiency. He also advocates a system free of exchanges between the clergy in the Colonies and tbe Mother Land.
