Per Press Association. Paris, Nov. 3. The Czar having placed a wreath on the late President Carnor's tomb during his latw visit, M. Meline, Premier, has communicated vvith the Czar to the effect that France U much touched by the attention to the memory of the deceased statesman, who was the first to work for the fruit . ful union with Russia. Nov. 4. M. Hanotaux informed the Chamber of Deputies that the Czar during his visit exchanged definite views with the Powers and expressed o. determination to ameliorate the integrity of the empire, and united Europe would make the Sultan understand.
