The Transvaal Crisis.
(Per Press Association.) London, April 17. The Johanncsberg correspondent, of the Times wires that the English fear the action of Sir Hercules Robinson in not asking for an increased garrison at Capetown will encourage the Burghers' belief that he will not insist on the reforms being carried out. President Krugcr deprecates a show of force, while the Transvaal is arming to tbo teeth.
