THE VENEZULAN DIFFICULTY. A FILIBUSTERING EXPEDITION. (Per Press Association.) Washington, Dec. 7. Lord Salisbury's refusal to refer the whole Venezuelan difficulty to arbitration is seriously regarded here. London, Dec. 4. The imports for November increased by £3,737,000, and the exports by 41,457,000. The Society for the Promotion of Christian Knowledge voted i'3oo for the Paddington Church extension. The Emperor of China has ordered the construction of a double line of railway from Pekin to Tiensing at a cost of three million taels.
