London, December 5. The freedom of the city of Glasgow has been offered to Mr A. J. Balfour. Lord Stanmore presided at a farewell banquet to Sir J. Thurston, and eulogised bis career as High Commissioner of the South Pacific, expressing confidence that be would continue his good work in tbat capacity. Sir J. Thurston, in reply, said he was convinced there was a great future before the islands of the Pacific, if all worked in the interests of the Empire. It is understood that the British reply relative to the Venezuelan frontier difficulty adheres to the Schonberg Une of delimitation. Mr Watts has presented the National Portrait Gallery with fifteen portraits of eminent men. The statement emanating from the French Colonial Office that the Government of Sierra Leone supplied Samory, a native chief in the Upper Niger disdistrict, with arms and ammunition, is denied in London. Arfcons, solicitor, offered to prove in Court that Bicord sent an agent with an autograph letter offering money for a favorable judge and jury ; also to the prosecutor if the latter would surrender tbe letter. Bridge refused tbe evidence on the point, anrl committed Arton for trial. Fifteen days are allowed for appeal. Further sales have been experienced here with heavy rain, and the floods caused considerable damage. Paris, Dec. 6. It is reported that the Navy Estimates Committee urges a rednction of 13,000,---000 francs. The reduction is chiefly in the land staff. Cairo, Dec. 6. Father Rossignoti, who escaped from Khartoum, after 10 years' captiyity, returns to the Soudan. Mecca, Dec. 6. The Bedouins seek to capture Europeans in Jeddah (as hostages) as reprisals for tbe recent action arising out of the assaults on the British, Russian, and French Consuls. St. Petersburo, Dee. 5. Chancellor De Witte is insisting on subjecting the accounts of the Czar's household examination. His action has provoked conflict with Count Dashkoff, head of tbe household, and De Witte's position is thought to be endangered.
