Manchester Road Board.
The regular monthly meeting of the above body was held at their office, Feilding, on Saturday afternoon last. Present— Messrs G. Wheeler, 11. J. Booth, Pearce and James Puikiss. In the absence of the chairman, Mr Wheeler was voted to the chair. The minutes of the previous meetiug were read and confirmed. Correspondence was read and dealt with as follows : — From John O'Hara, asking this Board to co-operate with the Norsewood Road Board in inducing the Government to open up the ApitiNorsewood road and acquire any lands that have not already baen acquired. He suggested that by this means new country would be opened up and employment found for numbers of men who are out of work. From W. Harvey applying for position of working punt at Lower Gorge ferry. — It was decided not to make any alteration from present arrangement. From J. Bassett, drawing the Board's attention to the dangerous state of bridge across Stoney Creek on Feilding - Ashurst road. — Bjing attended to. From J. Cotter, asking under what Act was the ferry reserve vested in the Road Board. — Vested at the time the Oroua County went out of existence. From G. S. Rumble, stating a public meeting at Ashurst had ap pointed Messrs Rimmer and Sanders custodians and caretakers for the north and south reserves respectively. From H. Hopkirk, account. From F. L. Behrent, asking for payment of half cost (£l 16s) of metalling three chains of road leading to his gate. From H. L. Grieve, asking permission to dig drain opposite section 11, sub-division 4, Manchester Block, to carry off flood water. — Engineer to inspect and report. From Lands and Survey Department, enclosing warrant for construction of bridge across the Mangaone on Feilding- Ashurst road. From J. G. Hankins, asking this Board to give the Manawatu Road Board a guarantee that they would bear half the cost of the bridge on Henderson's line when the work of construction would be started at once. — Resolved, That this Board adheres to its resolution re constructing bridge by loan, and is unable to help in any other way for want of fuuds. From Colonial Secretary's Office, voucher for £S 9s 3d, half the difference between the cost of the licensing elections of 1891 and 1894. From the Chairman of meeting of delegates of local bodies interested in the reconstruction of Lower Gorge bridge, held in Palmeiston, the resolution passed at the meeting suggesting that a deputation wait on the Government, urging that they take over the road and bridge. Messrs Parsons and Tinning waited on the Board to ask permission to erect a fence along the bank of the Waituna creek, adjoining Mr E. Thoma' property. Resolved, That the Clerk write to Mr Thorns re application of Messrs Parsons and Tinning, in regard to fencing in the Waituna creek. Resolved, That, on and after July Ist, the Clerk be instructed to sue for rates in order to provide the interest due on August Ist for loans borrowed under the Loans to Local Bodies Act. Proposed by Cr Wheeler, seconded by Cr Booth, That those persons who have injured the unfinished work of the Waituna road contract be at once called upon to repair the same, and, as by resolution of this Board passed September Ist, 1894, this road still remains stopped for wheel traffic, those who, without special permission, persist in carting thereon be prosecuted. — Carried. Resolved, That the action of the Engineer, in accepting the tender of J. A. Duly for printing toll board for Ashurst ferry, be approved of. Proposed by Cr Purkiss, seconded by Cr Booth, That F. L. Behrent be paid the sum of £1 16s, being onehalf cost of metalling three chains of Sherwill street, such payment to be made subject to the inspection and approval of the Engineer. — Carried Resolved, That the following special order be made, viz. : That it is the intention of the Manchester Road Board, under the provisions of " The Loans to Local Bodies Act, 1886," and under and by virtue of a warrant issued under the hand of His Excellency the Governor of New Zealand, dated the 7th day of May, 1895, authorising the Manchester Road Board to construct a bridge over the Mangaone stream, and apportioning the cost of the said bridge, to borrow the sum of £420 for the purpose of providing four-fifths of the cost of erecting a traffic bridge over the Mangaone stream on the Feilding-Ashurst road and making the approaches thereto, and all other work necessary for the due completion of the said bridge, in accordance with above-mentioned warrant, and that a special rate ot onehundreth part of a penny in the £ be made upon the ■whole of the rateable property (Crown and Native land excepted) within the Manchester Road District for the purpose of paying the interest on the above loan of £420, to be borrowed under " The Government Loans to Local Bodies Act, 1886," such rate to be annual-recurring rate for 26 years, and payable in equal instalments, at the Board's office, on the first day of April and October in each year. Resolved, That Mr Hopkirk be offered £2 7s 6d in satisfaction of his claim. Resolved, That Mr Cotter's tender tor one year be accepted for the ferry reserve, and that the same be endorsed on his old lease. Proposed by Mr Pearce, seconded by Mr Booth, That the Clerk endeavor to obtain the names of persons allowing cattle to stray on the newlymade Penelope road, and such persons be given notice to keep their cattle off the road, or the said cattle will be impounded. — Carried Resolved, That in reply to the chairman of the Norsewood Road Board, this Board wishes to state that it approves of the opening of a road from Apiti to Norsewood, and that this Board would be pleased to support the Norsewood Board's petition to the Minister of Lands. Proposed by Mr Wheeler, seconded by Mr Booth, That the inspectors be
instructed to first write to all those who are neglecting their gorse by allowing it to spread upon the roads, and then take the necessary steps to have it cleared. — Carried. Resolved, That MeS3rs Simmer and Sanders be appointed caretakers for the north and south reserves, township of Ashurst, as recommended by public meeting at Ashuast. The following tenders were received, for work on Hennagan's line:~R. Lloyd and Svendsen £19 15s, J. Cotterill £24 18s, G. Ashworth £22, J. O'Connor £24 15s, R. Lyon and Son £24 13s 4d, T. Hoobin £30, W. Allan £32, B. Poole £99, S. T. Hunt £25 17s 9d, W. VVren and G. Allan £31 Us, Strawbridge and Behrent £37, Rowling and Co. £25, and an informal tender not signed. Resolved, That the tender of R. Lloyd and Svendsen, for formation of Hennagan's road, be accepted. Proposed by Cr Wheeler, seconded by Cr Purkiss, That the roadmen employed by this Board be instructed to at ouce report to the Clerk any case of carters taking their loads down the watertables, and thereby injuring the road. Further, That it be an instruction to the Clerk to place the matter in the hands of the Board's solicitor. — Caoried. Accounts were passed for payment and the Board adjourned.
