The Japan-China Treaty.
(Per Press Association.) Shanghai, April 24. Russia has mobilised in Japanese waters a fleet of 22 warships, carrying 330 guns, while France is represented by 15 warships, carrying 250 guns. London, April 25. On Tuesday Germany, France and Russia formally protested against Japan annexing terrifcry on the mainland. The Times doubts whether the protest will be backed up by force. A Russian Note indicates what the the terms are which Russia will not allow to be executed. Paris, April 25. Many French papers complain thai the Government is alienating Japan while others allege that a secret treaty bas been completed between England and Japan.
