The War Between Japan and China.
CHINA SUING FOR PEACE. (PER PRESS ASSOCIATION!. Shanghai, December 22. In order to prevent the occupation of Pekin the Chinese Government has seriously began negotiations with Japan for pecae, and Chang, vice-President of the Council, and Shao, Provincial Governor, are being sent to Tokio as envoys invested with fuller powers than the former envoys. It is understood the Japanese Government is not unwilling to ontertain proposals for peace.
