The War Between Japan and China.
o LOAN OF TEN MILLION DOLLARS (Per Press Association.) Shanghai, September 3. The Chines^ Government have raised a forced loan of 10,000,000 dollars locally. It is reported that the Japanese reconnoitred Port Arthur on Thursday, but found the defences too strong to venture an attack.
