A HITCH IN THE PROCEEDINGS. (Per Press Association.) Wellington, June 22. At the opening of Parliament by the Governor to-day, his Excellency, contrary to the usual custom, instead of appearing at tbe> entianco to ihe Legislative Council, drove up to the door of the Ijower Housis, whore he was received by a guard of honour. The Govornor stood waiting for some time, but no one appeared to receire him. On sending to inquire he was informed ho would be re ceiyed at the Council door. He declined to go through th« building unescorted by anf officer, as technically the Governor is not supposed to know bis way through the buildings. ,vfter socoo delay the Clerk-Assistant of the Council was seut to attend His Excellency. Another departure fiom the usuil formality was | that his Excellency wag announced 10 the Chamber by ttio clerk instead of bj Aide-do Camp as hitherto. The Governor was attended! by soyeral members of hid family, by his 6ui'e, a number of Consuls, and the officers of H- M.S. Wallaroo. His Excellency disclaimed responsibility tor the new arrangement
