THE NEW PARISH COUNCILS. PROPOSAL TO REPEAL THE IRISH CRIMES ACT [For Press Association]. London. April 19. Four hundred and fifty of the Anglican clergy have appealed to the Archbishop of Canterbury to support the working of the Parish Councils. A Bill introduced in the House of Commons by Colonel Nolan, member for Galway North, for the repeal of the Irish Crimes Act was read a second time on a division by a majority of 60 votes. It is expected that when Colonel Nolan's Bill comes to a division the voting power of the Unionists will be one-third below the strength of the party, as it is known the Government has no intention of proceeding with

the measure.
