♦ MR LABOUCHERI-: AND THE HOME RULE QUESTION. [PEB PBEBS ASSOCIATION, j London, March 7. The Welsh members threaten to revolt unless Lord Rosebery promises to bring iv a Dis-establishment Bill before Parliament is prorogued or dissolved. The Duke of Devonshire, speaking at Yeovil, paid au eloqueut tribute to the retiring Premier. He went on afterwards to say that the Lords challenged an appeal to the country on the Home Rule question. They would stand no nouseuso like the jerrymandering of constituences under the guise of registration. Mr Shaw-Lefevre succeeds Mr Fowler as President of the Local Government Board. Mr T. Shaw, member for Hawick Burghs, succeeds Mr Asher as SolicitorGeneral for Scotland. The World says that Mr Gladstone has declined a peerage either for himself or his wife. The Scotch Liberals have asked Mr Gladstone to continue to advise the Government. j Mr Labouchcre intends lo introduce a Bill enabling the Queen to give her assent to Bills which have twice passed the House of Commons, if rejected by tho House of Lords. He intends to move for an amnesty for Irish prisoners It is not thought any amendment is likely to be moved to the address iv reply when Parliament ro-opons. The debate will be limited to three days.
