(PEE FBESS ASSOCIATION.} CimisTciiußcnr, Februarj 19. The Railway Commissioners and representatives of the Frozen Meat and Insurance Companies had a conference this morning for the purpose of considering how best the facilities for shipment of frozen meat could be improved. After a lengthy discussion several improvements were decided upon, and they will be put into operation at au early date. ,
