The Berlin correspondent of the Daily Telegraph wires that Russia has guaranteed the security of the Indian frontier when the Pamir difficulty is settled. The Bank of Australasia and Union Bank of Australia object to re-admit the reoonstructed banks on the former agreement with regard to discount rates. Nelson Bros, have declared a further divdend of two per cent. The fact of the House of Commons being out of session, combined with the absence of Ministers, is delaying Mr R. Reid, the Victorian delegate, but he has arranged to have a preliminary interview with the Treasury officials tomorrow. He will address the London Chamber of Commerce in a few days, and will probably arrange a meeting in London with Sir Chas. Tnpper and Mr Cecil Rhodes, to discuss trade relations and decide on joint proposals to the Home Government. At a meeting of the unsecured debenture holders in the New Zealand Loan and Mercantile Agency Company, it was decided not to appoint a separate committee. A resolution was passed expressing confidence in the creditors' committee and approval of the reconstruction scheme. The Government has decided to make a grant of .£2,000 the Hobart Exhibition. The new tariff and the income tax proposals have passed the Lower House by 203 to 140 votes, amid great enthusiasm. Paris. February 2. M. Casimir - Perier, the Premier, defended the French Navy from M. Lockroy's attacks, and declared that 200,000 men were available for coast defence. He undertook to reform any abuses now existing. A vote of confidence in the Government was passed.
