Pohangina Road Board.
Ihe usual monthly meeting of the above Board was held at their office, Pohangina, on Saturday last. Present — Messrs Dickin (chairman), Arbon, Lucas, Bell, and Browne. The minutes of the previous meeting were read and confirmed. Correspondence was received and dealt with as follows : — From J. Buck man, re dissatisfaction of ratepayers re metalling road at Apiti. From J. P. Brandon, withdrawing order to receive monies due to Breen. From F. E. Allen, asking permission to fell bush on road line in front of section 45, Block XI, Apiti. From A. Porter, asking for lease of gravel reserve near section 6, Block XII. From J. G. Scott asking for £50 due on McCurdy's contract. From C. E. Armstrong and Holmes requesting to be placed on valuation roll for section 75, Block IX, in lieu of C. H. Lanee — Already dealt with. From J. J. Shadbolt drawing Board's attention to contractor taking gravel from river near his property, and holding Board responsible if damage was done to said property. From E. Gallichan asking to be appointed as ranger. — No appointment to be made at present. From G. R 11. Ibbotson, re £300 applied for, and asking that an agreement should be signed. From Wanganui Harbor Board, re letter from Mr Shadbolt about taking gravel from Pohangina riv er. From E. Goodbehere, Secretary Kiwitea Road Board, stating no Gazettes had been received for Pohangina Road Board. From W. F. Marsh, enclosing rates, and asking if his name is* on rate roll for section 169, Apiti township. From C. P. Jensen, applying to have his name placed on rate roll for sections 13 and 15, Block XI, Apiti, in place of E. M. and F. S. Goodbehere. From A Barrow, Crown Lands Office, stating no money was available for the erection of Apiti bridge at the present. From E. Goodbehere, Secretary Kiwitea Road Board, stating Mr W. H. Hedges, Coal Creek, wishes his thirds to be handed over to the Kiwitea Road Board for expenditure by them. — Commissioners' consent to be obtained. From Crown Lands Office, re return of sections in the Wanganui Harbor Board Endowment Block. From F. Babbage, re dispensing with Mr Burke on roads in Apiti Block. From Jas. Ryan, requesting his name be put on rate roll in lieu of Adolph Goldfinch. From the Treasury, stating that £80 had been placed to credit of Board, being balance of £180 grant for Oroua Valley road. From Commissioner of Crown Lands, stating that municipal reserves in the Pohangina township will be vested with municipal authorities in due course. Also, That the strip of land applied for by this Board in Totara reserve has been made a public road. Also, re expenditure of thirds agreed to by Land Board. From H. Wouldham and J. Lynch, re "change of name on rate roll from former to latter. From R. J. Port stating that he will dig, and maintain for seven years, drains for £50. From Jas. Lawrence, a claim under Workmen's Lien Act for £10 against E. J. Charles, contractor, for digging drain through Pohaugina township. From R. Varley, enclosing rates, and asking that certain repairs be done to road leading to his property. From P. McConnell, re bad state of bridle track opposite his property. From D. McCurdy, requesting that j amount due to him be paid to his account in Bank of New Zealand, Palmerston N. From Kiwitea Road Board, requesting payment of interest on loans as agreed at separation, and enclosing account of amount to be paid. From Wanganui Harbour Board, answer to letter sent requesting information re expenditure on road in | Harbor Board Block. From H. J. Hayns, engineer's report. From J. McKenzie, applying for slaughterhouse license on section No. 35, and enclosing license fee. From H. Dickin, applying for totara on road line that is condemned for bridge work by the Engineer. Messrs Davis, Holly, and Smith waited on the Board asking to have something done to the roads, No. 2 line, Pohangina Main road, leading to their properties. — The Chairman said that the works would be proceetled with as soon as the loan money was received, which is due next March. Mr Browne considered the reply from the Waugauui Harbour Board, re the application made for return of moneys spent iv the Block, unsatisfactory. He understood 8000 acres of land, at an average price of 30s per acre (equal to .t'll,ooo or .i' 12,000) had been sold, and oue- third of this money should nave been spent in roading the block, whereas, approximately, only .£2OOO had been spent, ami he wished to know where the remainder was coming from. Tho Board were of opinion this matter should be goue further into. Iv reference to the reply from the Commissioner of Crown Lands re the Municipal reserves, Mr Pirani, M.H.R. (who was present at this meeting) said that the Commissioner made mistakes and that he would force the matter at the next sitting of the Land Board. He expressed himself as confident a satisfactory settlement would be effected. A petition was presented by Mr Lucas from 43 ratepayers in No. 1 ward, asking the Board to divide the ward into two ' wards, the new one to embrace the ' Association Block, the township, and • sections No. 76, 74, 72, 73, 68, 66, 65, 02, ■ and 61, The petition was held over till next meeting, after discussion. A special meeting was held to confirm the resolution re special rate. r Proposed by Mr Lucas, seconded by j Mr Bell, That the special order re t special rate to pay interest on i'2ooo ' loan be confirmed — Carried. * On resuming it was proposed by Mr j A.rbon, seconded by Mr Browne, That j permission bo granted to H. Mr Lucas, That the Engineer be instructed to call for tenders for work on Fobangina Valley road north of totara reserve as far as accrued thirds will go. Tenders to be in by the 27th instant. Proposed by Mr Lucas, seconded by Mr Arbon, That the secretary write to the ' Commissioner of Crown Lands asking when the 5s per acre arrived at by the sale of the Pohangina township endowment Block I, will be paid over to this Board in accordance with section 249, Land Act, 1892. — Carried. Proposed by Mr Arbon, seconded by Mr Dickin, That the Engineer be instructed to inspect Main road running from Messrs Hirst's to Nelson's property and to spend such thirds as they are available, to the best advantage. — Carried. Proposed by Mr Dickin, seconded by Mr Arbon, That the secretary be instructed to open a new account with the Colonial Bank to be called "The Government Grant and Subsidy Account." — Carried. Proposed by Mr Dickin, seconded by Mr Arbon, That the secretary be instructed to insure the Board's office and fittings in the Imperial Fire Insurance Company's Office. Also, to procure rate book for 1894-95 and rate notices. Also, to call for. tenders, for collection of the Dog Tax for current year on same condition as last year. — Carried. Proposed by Mr Dickin, seconded by Mr Arbon, That the Engineer be instructed to set out and caU tenders for the continuation of the Pohangina Main road south, Pohangina Main ; road north, and No. 1 line, No. 2 ward, so that the works may be proceeded with on receipt of balance of loan in March next. — Carried. Proposed by Mr Bell, seconded by Mr Browne, That the secretary write to the Commissioner, informing him that the settlers desire the expenditure of their thirds upon London's road. — Carried. Proposed by Mr Browne, seconded by Mr Arbon, That the following names be added to the rate roll : — C. P. Jensen, sections 13 and 15, block XI, Apiti ; James Ryan, section 14, block VJLI, and 24, township of Pohangina ; J. Lynch, section 19, block XIV, Pohangina Survey District, in place of Herbert Woodham. — Carried. Proposed by Mr Lucas, seconded by Mr Bell, That the settlers be allowed the use of the Road Board office on Saturday next to hold a meeting re school matters. —Carried. Proposed by Mr Browne, seconded by Mr Arbon, That the secretary write to the Commissioner asking for a detailed plan of the whole of the Wanganui Harbor Board endowment block, showing the sections disposed of on deferred payment. Also, that the price realised be marked on each section. — Carried. Proposed by Mr Arbon, seconded by Mr Browne, That permission be granted to Frank E. Allen to fell bush line on section 45, block XI, Apiti, on Board's usual terms. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, pro forma, That the £'3000 loan available in February next be divided, pro rata, among the wards that have carried loans up to that date. — Negatived. Proposed by Mr Lucas, seconded by Mr Browne, That the tender of Lyon and Sons for metalling at Apiti, accepted by the Engineer and Wardens Arbon and Lucas be approved by the Board. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, That the Engineer call tenders for about ten chains of formation and metalling on main road, Apiti. Tenders to be in by next meeting of the Board. — Carried. ■ Proposed by Mr Bell, seconded by Mr Dickin, That the balance available out of the next loan of £'6000 be expended on the Terrace road, to the extent of £318. Mr Lucas proposed, as an amendment, and Mr Arbon seconded, That all moneys borrowed for the future be divided pro rata, that is to say, loanß borrowed under the Loans to Local Bodies Act. — Carried, and the previous motion, proposed by Mr Bell, was lost. Proposed by Mr Lucas, seconded by Mr Browne, That the Secretary write to the Kiwitea Road Board, informing them that there are not two amounts of £11 due, there being only one year and four months expired to date; and, also, asking why the Government had not been notified of loans taken over by the Pohangina Road Board. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, That the Secretary of the Board, Mr H. J. Hayns, be empowered to withdraw the balance belonging to the Pohangina Road Board, now lying at the Bank of Australasia, Feilding. — Carried. Proposed by Mr Browne, seconded by Mr Bell, That all rates in default after January 27th instant be sued for at the nearest R.M. Court. — Carried.
