The Hon. J. G. Ward at Winton

(FSB PBKBB ASSOCIATION.) iNYEBCABGitL, November 7. The Hon Mr Ward addressed his constituents at Winton, and was given a great reception. The hall was not half large enough to accommodate the audience, which comprised many ladies, and the night being fine, the meeting ad* journed to the open air. Mr Ward re» plied to Mr Mitchel»on's Devonport .-peech, and denied that utilising the sinking fund of £256,000 was borrowing. Everyone knew that monej was required to carry on works in a young and prosperous colony, and would it not have been an insane act not to hare used money lying at credit instead of doing what their opponents would have liked —borrowed. Mr Mitchelson had not told them that his own Government not only borrowed in the ordinary way, but levied a larpe sum in extra taxation through the Customs. Whether money was borrowed or not, the indebtedness of tho colony would increase. Mr Ward showed that the present Government had largely reduced expenditure and had kept tho finances strong. He reviewed the Government measures of last session, and urged tho necessity for roform in Parliamentary procedure. A vote of thanks and confidence to Mr Ward, and confidence in the Government, was unanimously carried, three hearty cheers being also given for the Treasurer.
