Mr Goachen, speaking at a great meeting in Edinburgh, taunted the Premier with being afraid to dissolve Parliament. News has been received that the whalers have reached 84 north. Paris, October 4. The Siamese treatj is signed. Calcutta, October 4. Tho mission under Sir H. Durand, which visited Cabul on behalf of the Indian Government, met with a stirring re* ception.
