A By-law to provide within the Borough of Feifding for the prevention of nuisances and offences in streets and public places, the licensing of hawkers and pedlars, the licensing persons to store and sell petroleum, and providing for the storing and sale thereof, and generally to preserve health, order, and decency. In pursuance of the powers and provisions in that behalf contained in "The Municipal Corporations Act, 1886," and of "The Dangerous Goods Act, 1882," and of all other powers in that behalf them enabling, the Mayor, Councillors, and Burgesses of the Borough of Feilding, called the Feilding Borough Council, and throughout this By-law called the "Council," ordain as follows, that is to say: — Interpretation. The word " Borough" shall mean the Borough of Feilding. The word "Council" shall mean the Mayor, Councillors, and Burgesses of the Borough of Feilding, commonly called the " Feilding Borough Council." The words "Official paper" shall mean the newspaper for the time being appointed by the resolution of the Council ks the newspaper' in Avhich are to be published all official notices published by the: Council in the Borough. No person shall light any fire in the Borough in the open air and in proximity to any buildings witnout the permission in writiugof the Council having been first Obtained. 5. No person shall do any planing, sawing, mixing mortar, or execute any builders' work upon any footway, carriage road, or public place without permission in writing from the Council being first obtained. 6. No person shall allow shavings, hay, straw, paper, or other materials during the progress of any work, or work of cleansing, loading or unloading, to be blown about any street or public thoroughfare. 7. No person shall blast any rock, stone, or timber in or near any public place without permission of the Council. 8. No person shall draw or trail any sledge, timber, or any heavy material upon or along any street to the injury of such street. 9. No person shall throw or discharge any stone or other missile or use any catapult within the Borough to the damage or danger of any person or property. 10. Any person laying out or opening any street, or erecting any building therein, shall, during the operations necessary for forming such street, or for erecting such building, use all necessary precautions for guarding against injury to the passengers along such street as may be necessary, or as may be directed by the Conncil. 11. No person shall allow any droppings of the eaves of any house or verandah to fall upon any street. 12. Ro person shall place or show any placard, or other document, writing, or painting on or otherwise deface any house or building, or any wall, pavement, fence or gate facing or abutting upon any street, or on Borough lamps, posts or bridge, without the consent of the occupier or owner thereof. 13. No person shall open any drain or sewer, or remove the surface of any street, without lawful authority. 14. No person shall roll, any cask, beat any carpet, fly any kite, use any bow and arrow, bowl any hoop, or play at any 'game in any street to the annoyance of the public. 15. No person shall erect or have any awning on or over any footpath in any street less than eight feet clear above such footpath. ;»■ 'it 16. No person shall furiously or negligently ride any animal or drive any vehicle through any street, nor shall any 'person break in any horse in any street to the annoyance of the puplic. No person shall in any street, except in any fair or market (lawfully appointed for that purpose), expose any horse or other animal for hire or sale.
