(c) "tivery person guilty of any offence against this By-law shall be liable for each such offence to such penalty not five pounds, as the Court inflicting the same, shall in its discretion think fit. (d) In every case in which any offence against this By-law shall be a continuing offence, the person guilty of such offence shall be liable to such penalty not exceeding five pounds, as the Court inflicting the same shall in its discretion think fit, for every day or part of a day during which such offence shall continue.
