THE RECENT SCENES IN THE HOUSE. THE MOB SARCASTIC. TPer Press Association.] London, July 29. The Home Rule Bill will be reported on August 7th. The Standard and several other leading city uewspapers characterise the scene as a lasting disgrace to the House of Commons. In reply to a question in the House of Commons today, Mr Gladstone pleaded for time to consider whether he would appoint a committee to enquire into the recent fracas, which, he admitted, was of a very serious character, and unique iv the history of the House. He thought if a committee were set up, much informal matter would be introduced concerning the origin of the fracas, and the evidence would bo hopelessly diverse. The Speaker has had a private conference on the matter with Mr Gladstone, Mr Balfour and others. A strong feeling has been aroused throughout tho country, and Mr Mellor, Chairman of Committees, has been advised to retire from the position. A mob occasionally meets outside the House of Commons, and while indulging in sham scrimmages, requests the members, who pass on their way to the Parliamentary buildings, to elect Jim Smith, the pugilist, Chairman of Committees ; and they also make other ribald remarks. Mr Balfour proposes to move, when the Bill is brought up for report, on August 7, for the exclusion of the Irish members from the House of Commons, from the day the Home Rule Act comes into operation ; except in the event of any future amendment to that Act, when they would be summoned to attend the Imperial Parliament to discuss such amendment. Speaking on the motion intercepting Supply, in the House of Commons, Mr H. Gardner, president of the Board of Agriculture, cited the appointment of a Royal Commission to consider the marking of foreign and colonial produce as an instance of the activity of the Government in the interests of the agricultural industry.
