Housk of Representatives. (I'KR PRESS ASSOCIATION). Wellington, July 4. BILLS lIEAD A FIRST TIME. The following Bills were read a first time: — Native Reserves Administration, Hon J. Carroll ; Post Office Acts Amendment, Hon J. G. Ward ; Shipping and Seamen's Act Amendment, Ward, Conservation of Kightß, Hon W. P. .Reeves ; Otago Harbour Board Empowering, Beprcsentation Act Amendment, Boarding and Lodging-houses, Hon R. J. Seddon. CIVIL SERVICE INSURANCE BILL. The Colonial Treasurer moved the second reading of the Civil Service In" surance Bill. The Bill was read a second time on the voices. ELECTORAL BILL. The motion for the second reading of the Electoral Bill was agreed to on the voices, without debate. PAYMENT OF MEMBERS BILL. The Premier moved the second reading of the Payment of Members Act Amendment Bill. The second reading was agreed to. The Premier moved tho Imprisonment for Debt Abolition Bill, providing that no person may be imprisoned for any sum not exceeding LIOO. Mr Duthie believed, on tho other hand, that the Bill contained a very beneficial principle. Thero should be imprisonment for debt only where there had been fraud. The debate was adjourned. The debate on the Financial Statement will be discussed on Friday. The House adjourned at 9 p.m.
