Manchester Road Board

The usual monthly meeting of the above Board was held on Saturday last. Present — Messrs Lethbridge (chairman), Booth, Purkiss, Pearce, Reeve, and Wheeler. The minutes of the last meeting were read and confirmed. The following correspondence was received : — From R. Linton, of Halcombe, askine the Board if his tender for fencing and clearing the road through his property I has been accepted. From Samuel Gray, of the Midland road, drawing attention to the condition of Watershed road, and requesting that something; may be done to put it in thorough repair, and suggesting that it be metalled. From J. H. Taylor, requesting a reI newal of his slaughtering licence from the Ist January next, in respect to his sec tion 49 D, Makino From Mr Eeeve, recommending the Board to vote Mrs Gilbert some assist ance for a few weeks whilst she has time to look. for employment in Palmerston. From Ellen Lickford, requesting to be put on the rate roll in place of Charles Peck (junrj, for section 12, B, subdivision 0. From S. Ingram, asking permission to erect a sign- board over the footpath fronting his shop at Ashurst. Messrs Ward and Nelson waited on the Board and presented a petition, signed by over 100 householders in Ashurst ; and also handed in a map showing the boundaries of the proposed borough. The said borough to include the whole of the Ferry Reserve. They also requested the Board to appoint a valuer to re«yalue the land within the proposed boundaries, in order to raise the valuation to the amount requisite to enable a borough to be formed. The Board promised to consider the matter. The important fact noticed by the Board in this suggested deliniation, was that the boundary on the east is drawn from the Wairarapa Native Reserve, along the right bank of the Pohangina river to the Ferry Reserve, and then crosses the Manawatu river, in order to include the toll-gate and the reserve only, still leaving a length ot road on that side of the river under the Manchester Road Board. Mr Ward said the deputation desired to ascertain the letting value of property within the proposed boundaries. Property had increased in value, and they thought it would now yield an income of £250 per annum on a Is rate. Mr Wheeler thought the proposal impracticable, ad to raise £250 income would require a high rate. It may here be stated that the Ferry Reserve is rented to Mr Cotter at £24 19s a year. The toll from the Manawatu bridges now yields a clear profit of £600 per annum to the Board. Resolved, That the name of Ellen Lickford be placed on the rate roll, as requested. Resolved, That S. Ingram be given permission to erect a sign>board ; also, That J. 11. Taylor's slaughtering license be renewed. Resolved, That the special order be confirmed re the Board's intention to make bye»laws to regulate traffic over roads and bridges, and to prevent the obstruction of roads. Resolved, That Messrs Fredsburg and others be informed that the Board's funds will not allow of any further new work during this present financial year. Resolved, That Mrs Gibson be allowed £2 by this Board as charitable aid. Resolved, That on and after the 3lst instant nil outstanding rates be sued for without further notice. Resolved, That the Engineer be in* structed to see what is required to render the Watershed road passable, and if the work can be done for less than £20 that ho carry it out as soon as possible. Resolye<i, That the following special order be confirmed, viz .- That it is this Board's intention to borrow £2500 for the construction of the bridge over the Oroua river under the " Loans to Local Bodies Act, 1886," and for the necessary work connected therewith Resolved, That Messrs Wheeler and Booth affix the seal to the bye-laws of the Manchester Road Board. Resolved, That with the present I boundaries of the proposed borough of Ashurst, the Board must decline to make the revaluation petitioned for. Resolved, That Mr Bray be appointed, under section 18 of the " Public Works Act, 1882, Amendment Act, 1885," for the purpose of seeing the gorse exterminated on roads, under the provisions of section 15, " Public Works Act, 1882, Amendment Act, 1884." Resolved, That Mr Belfit he allowed 4s per yard for the 25 yards of metal delivered over the number contracted for on the Ashurst Feilding road. After passing the monthly accounts the Board adjourned.
