Wellington. October 8. The Postmaster-General in: moving the second reading of the Land Tax and Income. Tax Bill, said it provided the various rates of land and income tax necessary to enable the provisions of the Land and Income Tax Assessment Bill to be given effect to. The rate of land tax was Id in the £ and income tax, for companies, 1b in the pound; private firms 6d for the first thousand and Is above that amount, with £'300 exemption. The second reading was agreed to on the voices without debate, and the Bill was at once put through all stages. The Naval and Military Settlers and Volunteers Land BUI, was re-committed. —On the motion of the Minister for Defence, clause 4, which provided that per^ sons retiring from the Imperial Forces, and settling in New Zealand, who have obtained a grant of land, should be entitled to a further grant for farther services, was struck out. ,..; The North Island Mail Trunk Railway Loan Application Acts Amendment Bill passed through committee without material amendment, and was then read the third time and passed. ; The Palmerston North Hospital Vesting Bill was put through all stages without amendment, The Law Practitioners Bill, (no 2) was recommitted, and an amendment was made, by which persons may be admitted to the practice of the law under the Act on payment of the fees prescribed by law. It was then put through its final stages. t; The Council's amendments in the Law Practitioners Bill (No. 3) and the Manures Adulteration Bill were agreed to.: "The Council transmitted a message agreeing to the amendments made by the House in the Mining Act. . .. The managers appointed to confer with the Council on the.Electoral Bill brought up their report, to the effect that they had been unable to come to any agreement. The Minister for Lands moved that the report do lie on the table. Sir John Hall deplored this action of the Government, and said the friends of the female franchise would experience a feeling of great disappointment, while the brewers and a section of the general public would be beaming all oyer with joy. Mr Saunders moved as an amendment —'That in the opinion of this. House the amendments in the Electoral Bill that are still insisted upon by the Legislative Council are not of sufficient importance to justify the rejection of such a large constitutional measure, affecting so largely the full, equal, politic, and just representstion of all classes and conditions of the New Zealand population. 1 ■■:•■-... s After a lengthy debate the amendment was lost on a division by 34 to 21, and the original motion was then carried on the voices. The Minister for Labour presented the report of the conference with the Council on the Conciliation Bill, which was to the effect that the managers for the House had failed to come to an agreement, The House went into Committee of Supply for the consideration of the Supplementary Estimates. The following votes were passed: —Legislative Departments, L 115 0; Colonial Secretary, L 409 5; Minister of Justice, L 60 1; PostmasterGeneral, L 297 0; Commissioner of Stamps, L9O. . f October, 10. TheHon Mr Reeves brought up the report of the conference on the Factories BUI to the eflect that an agreement had been arrived at between the two Houses on the Bill. l> The House went into Committee of Supply for the further consideration of the Supplementary Estimates, Class 2 A grant of L3OOO to the widow and family of the late Sir Harry Atkinson. Mr Tanner moved that this vote be struch out. . . • ; :>.. - "•■ The Acting-Premier hoped the vote would pass without alteration. The vote was carried by 38 to 4.
