Hong Kong, November 30. Tho local Mandarins are reported to have entered into negotiations with the rebels to sparo people on tho condition that they had free licenses to sack and pillago Christians and Europeans. All Native Christians wore massacred at Taku. The Government declared it was impossible to protect the mission at Tuuho.
