There is prolonged rejoicing over the death of Balmaceda. The only money found on his person was a sum of 500 dollars. St. Petersburg, September 22. The entire press of St Petersburg oppose the suggestion that an International Conference be established to settle the Dardanelles question. Russian explorers are claiming supremacy in Little Pamir and Alicher Pamir, and have excluded Indian officers sent there to report.
