At the Dockers Congress sitting at Hull, Ben Tillett, one of the leaders states that the Union is vastly gaining strength and would within a short period number 120,000 members. Mr Charles Pre9twick Scott, a Glad stone Liberal, editor of the Manchestei Guardian, will again contest the north east division of Manchester against Sir J. Fergusson at the next general election. At the last election figures were Fergusson, 3680, Scott, 3354. At the Liecester Meeting to-day the Liflcestershire Royal Handicap was won by Ruslicus, Victorious, 2 ; Eniuskillen, 3. Madrid, September 23. The military are assisting to rebuild Consegua. Zanzibar, September 23, Krenger Price commands two strongly armed expeditions against the Wadegos to reyenge the massacre of the Zalenski expedition. Constantinople, September 23. The Yemin rebels have captured Hoderida and are advancing on Mecca. Paris, September 23. Information has been received that natives have attacked the French missions in Portuguese Guana, Africa, killing ten. The French press discredit the report that France and Russia have renewed the demand for the British evacuation of Egypt. New York, September 23. The China correspondent of the New York Herald telegraphs that disorders at Ching are growing, and that Wuchung is ready to revault, and Handow and Chunking are likely to follow while the mob at Shanghai threaten to do so. Three of the warships have been ordered to Wuchung and the ccm''ined fleets are concentrating at Shanghai and the French Minister has gone to Pekin. Valparaiso, September 23. The troops of the Congressional party have mutinied desiring to be disbanded and the Junta haa granted their request. In bis last letter General Balmaceda seemed as a yulgar idea to escape, deeming it unworthy of the man who ruled the destinies of Chili. He mentioned that he intended to surrender to the Junta, but hoped for justice and was afraid that would not be extended to him. The rebellion in Mexico was merely a raid of Texan horse stealers and the cavalry have gone in pursuit. Owing to a decline in maize Deacon White, one of the largest operators in New York Exchange, has failed, with liabilities amounting to one million sterling. It is reported that Stanley, during his recent visit to the King of Belgium, resigned the Governorship of Congo. St. Petersburg, September 23. The navvies engaged in the construction of the Amtner section of the Siberian railway have struck, owing to contractors supplying them with food which they allege is not fit for consumption.
