Feilding Borough Council

The ordinary monthly meeting was held on Thursday evening. Present — Mr Goodbehere (Mayor), Crs Dr Monckton, Hajbittle, H. Rutherford, Fowles, Lethbridge, J. C. Thompson. F. Thompson, T. R. Chamberlain, W. E. Chamberlain. CORRESPONDENCE. From Messrs Benson and Fetch, applying to be put on the rate roll. From J. Tremewan, applying for a floodgate on the Makino stream. From John G. Cobbe, applying to be put on the rate roll. From James Palmer, requesting to have the road leading to his property repaired. Reports from Dr Johnston and Dr F. A. Monckton to the Health Officer. From E. Young, re improving his footpath. From Thomas Meehan, asking for portion of cost of widening the watercourse through certain sections. From J. H. Stevens, as agent, asking the name of Mrs Thomas to be removed from rate roll and that of Mr Campbell substituted. Report of Finance Committee, £8 6s 8d ; and accounts for Public Works for £23 14s 6d were read and adopted. All applications to be put on the rate roll were ordered to be held over until next meeting, after the election of Mayor, as no alterations could be made within a month of an election. Re Mr Young's letter, the Clerk was instructed to write and inform Mr Young that he could improve his footpath at his own expense, subject to the approval of the Engineer. Re Mr Meehan's letter, it was decided the Council could do nothing. There was a lengthy discussion on Mr Palmer's application, in which every member of the Council took part. It was then Proposed by Cr Rutherford, seconded by Cr Monckton, That the Public Works Committee inspect Palmer's road, and report at the next meeting of the Council. — Carried. REPORT OF INSPECTOR OF NUISANCES. Gextlbmen,-- I beg to report that a very serious nuisance exists in Stafford street, caused by the overflow drainage from the cesspit at the rear of the Empire Hotel, running into the street watertable, where the sediment from the drainage accumulates owing to there being no proper outlet. The overflow pipe referred to was put in without the sanction of the Council, and has hitherto only been tolerated in consideration of the occupier of the Hotel premises frequently flushing the watertable. The nuisance is, however, now so serious as to warrant the Council in considering the advisability of directing that the overflow pipe be at once removed. G. C. Hill,

Proposed by Cr J. C. Thompson, seconded by Cr Lethbridge, That the Town Clerk be instructed to request the proprietor of the Empire Hotel to remove the overflow pipe from his premises, and take steps to abate the nuisance mentioned in the Nuisance Inspector's report. — Carried.

The report of the Public Works Committee, as follows, was then con* sidered : —

Gentlemen, — Your Committee have given effect to your wishes iv having the culvert near Mr Cummins' made, and the North street ford completed. An urgent expense was called for through the North street culvert breaking through, and the timber proving rotten, your Committee prevented any risk of accidents, or stoppage to the traffic, by having a new culvert put iv without loss of time.

An arrangement has been made to accept an offer from Mr Thomas Barker to place a grom in the Makmo to protect the bank of the road in Derby street. The groin will be placed in the boundary of his own land, and kept in repairs, for the sum of £1 10s.

Your Committee think the Council should be notified of the fact that the sum of seven shillings a day for maintenance and laborers wages is in excess of what the surrounding Road Boards, or other employers of labor are paying.

Your Committee, having paid a visit, in company with the Engineer, to view the Kiwitea flood diversion, have given much time and thought as to how further damage and enormous expenses may be prevented, and they have arrived at the conclusion that a cutting through a short neck of private land may very materially assist the object in view. They also have ascertained that the Public Works Act, in conjunction with the Municipal Corporations Act, would enable the piece required to be taken for public purposes ; but, to save time, they recommend that the owners, or authorised agents of the property, be interviewed, with the hope that a speedy and amicable arrangement might enable the work to be put m hand quickly.

Your Committee advise that another span be added to the South street bridge as soon as there may be available funds for that purpose.

Your Committee also recommend that the present is a favorable opportunity for calling for tenders for the supply of heart of totara for Borough work.

To prevent any possible question of costs arising against the Council, from too heavy loads crossing tho Kiwitea bridge, your Committee advise that a legally drawn up notice be painted and placed at each approach, warning owners and teamsters that any damage occurring from loads of over two tons will be at their own risk.

The Committee recommend that the attached schedule of accounts, £23 14s 6d, be passed for payment.

In conclusion, your Committee would strongly recommend the Council to take into consideration the advisability of letting the maintenance of the principal roads and streets by contract.

Proposed by Cr Lethbridge, seconded by Cr T, R. Chamberlain, That tenders be called for the supply of totara timber for the ensuing twelfe months.— Carried.

Proposed by Cr Lethbridge, seconded by Cr Monckton, That the Mayor and the Chairman of the Pub. lie Works Committee interview the owners of land referred to in the Public Works Committee's report on the Kiwitea stream — Carried.

Proposed by Or Lethbridge. seconded by Cr T. R. Chamberlain, That the Public Works Committee cause notices to put to each approach of the Kwritea bridges, drawing attention to

clause 92 of the Public Works Act, 1882.— Carried.

A drawing then was made by ballo of forty names of defaulting ratepayers to bo sued for overdue rates, ami (hat being all the busiuess the meeting adjourned.
