HOUSE OF REPRESENTATIVES. I PHB UNITHD VRKRB ASSOCIATION.! Wellington, June 2. The House resumed at 7.30. p.m. Ms excellency's message. A message was received from his Excellency the Governor in reply to the address embodying Major Atkinson's amendment. The message was as as follows : — "Wm. P. Drummond Jervois, Governor.—The Governor acknowledges the receipt of an address from the House of Representatives, dated Ist June; stating that in the opinion of the House: (1) The election of members for the next Parliament should take plate under the Representation Bill now ■ before Parliament; (2) The= netw Parliamen should be convened fot despatch of business not later than the Ist day of September next. The Governor is advised that the two recommendations in the address are inconsistant, and that it is impossible to hold the elections under the new Bill and to assemble Parliament not later than the Ist day of September. He is also advised that the Bill could be amended so that the time necessary for summoning' Parliament to be called together under a new Act at the earliest practicable moment." (Cheers.) The Premier moved that the message be taken info consideration forthwith, and he would then move that the House concurs in the opinion of his Excellency, and is of opinion that the Representation Bill can be amended. (Cheers.) Major Atkinson asked for an adjournment for say an hour. (Not) He could assure members that he was not going to be hurried over the matter. (Cheers.) The Premier would not object to an adjournment. He intended to move he said, a proviso to clause 4, that the clause should not come into operation at the present sitting of the Commission, and that the Commission instead of having three months under section 3, should only hare six weeks. Major Atkinson asked how lengthe Premier estimated the elections would take under those conditions. The Premier did not think the House could meet again by the first of September. All expedetion would be made. The House then (7.40) adjourned till 9 o'clock. On resuming. The Premier moved his motion, explaing that the amendments to the Bill should be made by message. Major Atkinson heped the two sides of the House might be able to agree on this question, but they had been considering it under adverse circumstances, and had not beea able I to come to a conclusion. He hoped therefore, that the Government would consent to an adjournment, seeing that there was a. great desire all round to come to a satisfactory conclusion He moved the adjournment of the debate. This was carried, and the House rose at 9.5 p.m. June 3. The House met at 2.30 p.m. Mr Blake, the new member for Avon, took the oath and his seat. Colonel Haultain, Dr Hislop, and Mr E. Dobson were appointed members of the Representation Commission. The Public Revenue Bill was read a second time and committed. On clause 5, appropriation on behalf of the Publio Works fund, Mr Richardson said the abstract of expenditure on public works last year was £1,161,---000. which left £468,000 of the rote unexpended. The Government expenditure was only £100,090 for the fast six months. Mr Richardson then made a statement, and progress was reported to enable the statement to be printed.
