The Foreign Secretary, Earl Iddesleigh, states that England is unable to recommend the candidacy of Prince Nicholas, but is prepared to negotiate with the Powers for a settlement of the Bulgarian difficulty, through the medium of a general conference, or by the exchange of views. Russia is erecting ten forts on the Galician frontier.
