At one polling place in this city a body of peasants acting under the initiative of Necklinioff, lie Russian ' Consul, attempted to obstruct the proceedings. A serious conflict resulted between the adherents of the regency and the supporters of the Consul and in melee many persons were wounded. On the disturbance assuming a serious character the gendarmerie were called out and the rioters were dispersed. ,
