A circular has been addressed by tl>«» liegency to the Foreign ' Consuls of Bulgaria threatening the expulsion of foreigners if they continue to meddle in cunnection with the elections mm: proceeding for the Grand Sobrauje. The : Russian Consul, M. Nejclindoff, has returned the circular v aud suspended relations with the Regency. He awaits orders from General Kaulbars as to the further course to be pursued. Beceived October 12, 1.40 p m. Sofia, October 11. The Government party are securing a crushidg victory at the elections and wiU have a very large majority. The Russian C«asuls in the principal towns and provinces have t>een endeavoring to prevent &c elections proceeding. ' Lateb.— The elections for the Grand Sobranje or National Assembly for choice of a Prince for Bulgaria commenced yesterday throughout the country. At one polling place in this city a body of peasants acting under the initiative of Necklinioff, lie Russian ' Consul, attempted to obstruct the proceedings. A serious conflict resulted between the adherents of the regency and the supporters of the Consul and in melee many persons were wounded. On the disturbance assuming a serious character the gendarmerie were called out and the rioters were dispersed. ,
