The Times to-day publishes an article which states that Mr Cecil Kaikes, Post master-General, is at present engaged in examining into the question of reducing the p©sia) rates. It further states that he favours the establishing of a system of universal penny postage General Buller, who has been despatched to Ireland for the purpose »f suppressing boycotting is now travelling through the county of Clare, where agrarian outrages are of frequent occurrence.
In the House of Commons to day, a bill to amend the present Land Legislation of Ireland was introduced by Mr Parnell and read a first time. The measure provides that the Lanl Court should be empowered to reduce rents during a period of two years, and eric* tions should be stayed when the tenant bait deposited with the Court half the amount owing to the landlord.
