The semi-official Journal de St. Petersburg, in an article on the Eoumelian difficulty, expresses the opinion that owing to the claims advanced by the minor States it will be found advisable to uphold the integrity of the treaty of Berlin. Received October 15, 1.40 a.m. London, October 14. Matters continue to be unsettled in European Turkey, and in consequence Greece and Servia are proceeding with their warlike preparations.
