Intelligence is to hand to the effect that the Chinese Government have ordered the commanders at all the treaty ports to attack any French war vessels or merchantmen either entering or leaving the ports.
Received September 2, 0.55 a.m. Hone JLovo, August 31. It is currently reported that China has issued a declaration of war against France, and that the Japanese Govern* 1 ment have been notified to that effect. An official proclamation has been published in Canton, setting a price upon the heads of Frenchmen residing in the Chinese territory.
