Received November 20, 0.55 a.m. Pabis. November 18. In the course of an interview which was granted to-day by the Marquis Tseng to newspaper correspondents, there was elicited, from the Chinese ambassador, a statement to the effect that the attack upon Boeninh by the French troops in Tonquin would be considered by the Chinese Government as casus belli. Belgbade, Nov. 18. A large number of prisoners captured by the troops during the recent risings at Scernareka and Krnchevaty are now being tried far participation in the revolutionary movement. Judgments which have been passed upon those who have been found guilty are remarkable for their rigorous severity.
