SANTIAGO, Oct. 22. Joaquin Fernandez, Ambassador to Uruguay, has accepted the post of Foreign Minister after the German, Riesco, who previously accepted, had changed his mind and declined. Francisco Solar, a radical, who was sworn in as Minister of Commerce last night, resigned because the governing board of bis party refused him permission to hold office. Foilan Arrigada was appointed instead. There are indications (says the Associated Press) that Chile intends firm treatment for Axis agents. The Minister of the Interior, Paul Morales, used his decree power by ordering the banishment of three Germans accused of espionage, after the magistrate, cm a legal technicality, freed them of charges of secretly radioing information of ship movements. Morales also ordered a search of the homes of foreigners suspected of pro-Axis activities. President Riosj issued a statement that his purpose is to defend territorial integrity and American solidarity.
