PROTECTION OF DEBTORS
EMERGENCY REGULATIONS [Per United Press Association’.] WELLINGTON, September 22. Explaining the Courts’ Emergency Powers Regulations, 1089, which were published in the ‘ Gazette ’ to-day, the Attorney-General (the Hon. H. G. R. Mason) said the regulations were for the protection of all debtors. Briefly, the Minister said, the regulations prevented any form of execution against a debtor unless the leave of the court was first obtained. The protection related to contracts entered into before the passing of the regulations, and in the case of soldiers it extended to contracts entered into before thev were called up. The regulations did not interfere with judgments for the recovery of damages for tort orders under the Destitute Persons Act. or orders made in criminal proceedings or in proceedings for the recovery of a penalty for failure to comply with the provisions of an Act. The regulations required that any person must apply for and receive the permission of the court before he could proceed under the live headings set out ,iu the regulations, the Minister added. A number of matters wore also enumerated in the regulations to which the regulations did not apply.
