The ‘ Daily Telegraph ’ says: “ Informal London and Paris naval exchange* revealed that the French Government will not in any circumstances entertain proposals for the abolition of the submarine, which it regards primarily as « weapon of defence. Nevertheless, the British Government will again urge th« v suppression of submarine's at the next naval conference, which is now unlikely; to bo held this year. America and Germany expressed their readiness to discard submarines provided others did so, but Japan is also adamant, while Russia, which has a considerable submarine programme in hand, is equally unwilling.”
