(Received September 25, at 1.5 p.m.V Following Mr Bruce’s complaints regarding control, the Commission decided to reduce the Contributions of State members by 7 per cent. [M. Hambro (Norway), a member of the Budget Supervisory Committee, referring to Mr Bruce’s warning, that countries might pay only what they considered a fair contribution, said it was impossble for the League to proceed under such a system. Budgeting would be rendered impossible if members decided to fix their contributions according to their own ideas of fairness.]
