WHITE PAPER PROPOSALS REJECTED BY CONGRESS COMMITTEE Press Association—By Telegraph—Copyright. CALCUTTA, June 18. The Congress Working Committee in Bombay definitely rejected the White Paper constitutional proposals and the award governing Hindu and Moslem representation in the Legislature made to Mr Ramsay MacDonald in London two years ago. A suggested alternative to the White Paper scheme is a Constitution drawn up by a constituent assembly elected on the basis of adult suffrage, or as near to'it as possible.
