(Received February 14, at 12.45 p.m.) Mr Baldwin, in answer to a series of questions, said that the announcement of the decision to inquire into the rubber restriction scheme was issued on the evening of February S, and expressly marked for publication in the morning papers of February 9. Its publication in New York in tha afternoon was due to a misunderstanding of the terms on which it was given to the pressmen and the difference in time between London and New York.
