SLUMP OH THE MARKET PRIME MINISTER'S EXPLANATION Press Association—By Telegraph—Copyright. LONDON, February 13. (Received February 14, at 12.45 p.m.) Mr Baldwin, in answer to a series of questions, said that the announcement of the decision to inquire into the rubber restriction scheme was issued on the evening of February S, and expressly marked for publication in the morning papers of February 9.
