Chan, the Conservative member for St. Lawrence and St. George’s in the House of Commons, said it had been laid down Jjy the Privy Council that the Parliament of Australia and the Parliament of Canada had not the jurisdiction of Mexico or Patagonia or of any Power from Liberia downwards to Monaco—namely, that of bringing home and punishing the Australian or the Canadian law citizens guilty of a crime beyond the confines of their States.
