This is regarded as a momentous decision, amounting to a recantation of one of M. Lenin’s cardinal doctrines. It is recalled that M. Trotskv accused the Stalinites of surrendering _ vital Communist principles. This, was indignantly denied, but, faced with a serious financial position, M. Stalin has apparently surrendered to the inevitable.
