(Received February 4, at 10.40 a.m.) It is declared that Dr Schnee (exGovernor of German East Africa) and Dr Stresemann have taken too much for granted in their allusions to Tanganyika. The official attitude is—firstly, that Britain has in no way suggested any East African scheme to involve a violation of the rights under which the mandate is held. Secondly, if Dr Schnce had read the Hilton Young Commission’s terms of reference he would have found that they merely concerned similar domestic supervision within the mandated territories to that of the adjacent colonies. There was no suggestion of the British introducing sovereignty into the mandates. The Mandates Commission had full right to question whatever happened within the mahdates, also any action contemplated in connection with them Britain’s attitude was that she definitely did not propose any alteration in the mandate system, therefore there was nothing for the Gorman Government to feel apprehensive about. [Dr Schnee drew attention to the activities of the Hilton Young Commission in East Africa, especially the scheme to unite Tanganyika with British territory. He said that there was much talk in Britain of a great East African dominion, but that would be a violation of the mandates system and a violation of German rights, amounting to dishonesty. He added that Germany should not agree to such changes. Dr Stresemann said that the German Government would certainly oppose any alteration of the mandate system in East Africa and elsewhere.]
