VIENNA INSURGENTS WELCOME AT LENINGRAD. Press Association—By Telegraph—Copyright, LONDON, September 15. The Riga correspondent of ‘ The Times ’ says that eighteen participants in the Vienna insurrection in July have arrived at Leningrad. The authorities warmly welcomed them, and arranged a special meeting, at which the visitors dilated on the cruelty of the Austrian police and the treachery of the Socialist leaders. One speaker, Pankratz, declared; “ We have come to Russia not only te heal our wounds, but to study the best methods of revolution for .overthrowing the bouxgeoifiie.”
