VIENNA INSURGENTS WELCOME AT LENINGRAD. Press Association—By Telegraph—Copyright, LONDON, September 15. The Riga correspondent of ‘ The Times ’ says that eighteen participants in the Vienna insurrection in July have arrived at Leningrad. The authorities warmly welcomed them, and arranged a special meeting, at which the visitors dilated on the cruelty of the Austrian police and the treachery of the Socialist leaders.
