TRIENNIAL CONGRESS OPENING IN CAPE TOWN. Press Association—By Telegraph—Copyright. LONDON, September 13. Over 1,000 delegates from the British chambers of commerce will leave Southampton for South Africa to attend the eleventh congress of chambers of commerce of the British Empire, which will open in Capo Town on October 4. The congress is held tricnnially, alternatively in London and in one of the dominions, Crown colonies, or India. This is the first occasion of its .meeting in South Africa. The congress will have a lengthy agenda to debate, embracing a large variety of subjects, all of which have a direct bearing upon the development of interimperial commerce and industry. After the close of the congress the visitors will undertake a tour of South Africa and Southern Rhodesia.
