THE NATIONAL ASSEMBLY OPENS ON OCTOBER 10. Press Association—By Telegraph—Copyright. LONDON, September 10. The Madrid correspondent of the ‘ Daily Mail ’ says that tho Press censorship wilt he "maintained when the National Assembly, in which women are admissible, meets on October 10. Tho debates are limited to three hours, and tho speeches to ‘iOmin. All legislation is subject to tho Government’s and the King’s approval. WILL NOT LEGISLATE. MADRID, September 13 v The Royal decree convoking the National Assembly, now promulgated, is a step towards popular government by less absurd and unsuccessful methods limn those hitherto endangering the life of the nation. The Assembly will not. share the King’s sovereignty, and will not legislate, but it will collaborate with the Government to prepare projects for submission to its successor. It will embody representatives of the State, the provinces, and tho municipalities.—Sydney ‘ Sun ’ Cable.
